The meeting was called to order by Mayor Pro Tem Skelton at <br />6:01 P.M. <br />Members of City Council Present: Mayor Pro Tem B. Don <br />Skelton, Councilpersons Betty Waters, Ed Matuszak, Deotis Gay, <br />Linda Westergren <br />Members of City Council Absent: Mayor Norman Malone, <br />Councilpersons John Lloyd, Alton Porter, Lindsay Pfeiffer <br />Members of City Staff Present: City Manager Jack Owen, City <br />Attorney Knox Askins, City Secretary Cherie Black, Assistant <br />City Manager Richard Hare, Chief of Police Charles Smith, <br />Director of Parks and Recreation Stan Sherwood, Recreation <br />Director Tim Anderson, Director of Community Development John <br />Joerns, Acting Director of Public Works Steve Gillett, <br />Water/Wastewater Superintendent Buddy Jacobs <br />Others Present: Dennis Arocho; Bob Reach, Turner Collie & <br />Braden; Charles Hudgins; Doris Turbeville, TML; Charles Van <br />Metre, Dow Chemical Co.; Melissa Lestarjette, Bayshore Sun; 6 <br />citizens <br />2. The invocation was given by Councilperson Gay. <br />3. Mayor Pro Tem Skelton called the public hearing regarding Dow <br />Chemical Company, Brazos Harbor Industrial Development <br />Corporation Bond Issue to order. <br />Mr. Charles Van Metre, representing Dow Chemical Company, <br />addressed Council regarding the issuance of the bonds. <br />There being no other citizens wishing to address Council <br />regarding the bonds, the Mayor Pro Tem adjourned the public <br />hearing. <br />4. Council considered approving the minutes of the regular <br />meeting of Council held June 23, 1986. <br />
