The meeting was called to order by Mayor Malone at 6:05 P.M. <br />MemherS of City Council Present: Mayor Norman Malone, <br />Councilpersons Ed Matuszak, Alton Porter, Deotis Gay, B. Don <br />Skelton, Linda Westergren <br />Members of City Council Absent: Councilpersons Betty Waters, <br />John Lloyd, Lindsay Pfeiffer <br />Memherg of City Staff Present: City Manager Jack Owen, City <br />Attorney Knox Askins, City Secretary Cherie Black, Director of <br />Community Development John Joerns, Acting Director of Public <br />Works Steve Gillett, Director of Parks and Recreation Stan <br />Sherwood, Police Chief Charles Smith, Fire Chief Joe Sease, <br />Assistant Fire Chief John Dunham, Director of Human Resources <br />Doug de la Morena <br />Others Present: Doug Latimer, Chairman of the Planning and <br />Zoning Commission; Tom Barrett, The Vickers Inn Restaurant; <br />representatives of PRAXIS; Melissa Lestarjette, Bayshore Sun; <br />6 citizens <br />2. The invocation was given by City Attorney Knox Askins. <br />3. Council considered approving the minutes of the regular <br />meeting of Council held August 11, 1986. <br />Motion was made by Counciloerson Skelton to a~nrove the <br />minutes of the August 11 meeting as presented. Second by <br />Councilperson Westergren. The motion carried, 6 ayes and 0 <br />nays. <br />Ayes: Councilpersons Ed Matuszak, Alton Porter, Deotis Gay, <br />B. Don Skelton, Linda Westergren and Mayor Malone <br />Nays: None <br />4. The Mayor read a proclamation declaring 9-1-1 Awareness Week <br />and presented it to Police Chief Charles Smith. <br />5. Tom Barrett, owner of the Vickers Inn Restaurant, addressed <br />Council to thank the entire City for all the help and advice <br />he had received while in the process of building and opening <br />
