The meeting was called to order by Mayor Malone at 6:05 P.M. <br /> <br />Members of ci tv Council Present: Mayor Norman Malone, <br />Councilpersons Guy Sutherland, Mike Cooper, Bob Thrower, Alton <br />Porter, Deotis Gay, B. Don Skelton, Jerry Clarke <br /> <br />Members of citv Council Absent: Councilperson Bob McLaughlin <br /> <br />Members of ci tv Staff Present: Ci ty Manager Bob Herrera, City <br />Attorney Knox ASkins, City Secretary Cherie Black, Assistant <br />City Manager John Joerns, Director of Community Development <br />Joel Albrecht, Director of Public Works Steve Gillett, <br />Assistant Director of Public Works Buddy Jacobs, Police Chief <br />Bobby Powell, Human Resources Manager/Purchasing Manager Louis <br />Rigby, Chief Building Inspector Ervin Griffith <br /> <br />Others Present: Ronald White, Employee of the Quarter; Rick <br />Steward, Equipment Services Supervisor; John Nicholson, <br />Eagleton Engineering; Rodney Etchberger; John Black, Bayshore <br />Sun; several citizens, including Boy Scout Leader Karen <br />Barnhill and Scouts Justin Barnhill, Michael McDonald and Art <br />Blankenship <br /> <br />2. The invocation was given by Councilperson Clarke. <br /> <br />3 . Council considered approving the minutes of the regular <br />meeting of Council held August 12, 1991. <br /> <br />Motion was made bv Councilperson Coooer to aoprove the minutes <br />of the Auqust 12 meetinq as oresented. Second by <br />Councilperson Thrower. <br /> <br />Councilperson Gay stated that the minutes did not reflect what <br />happened at the Council meeting. He stated the following: <br />"The minutes are not correct in the reflection of what <br />happened at the Council meeting, and there needs several <br />corrections made, because I feel that the minutes here will <br />be transferred to the Justice Department and it doesn't <br />reflect the various things that was said at the meeting, which <br />was the motions that was made concerning the re-districting - <br />that is not entered into the meeting - the minutes - at all. <br />Where the proposal was that Mr. Cooper made a motion to amend <br />the minutes - to amend the minutes - to amend of the minutes <br />to reflect a change in the re-districting, and that I made a <br />motion to have a change in the meeting - in the minutes also. <br />So that doesn't reflect at all in the minutes. It doesn't <br />reflect the way that the vote was carried out or any of this <br />nature. So the minutes are not right." <br />
