<br />MINUTES OF THE REGULAR MEETING OF LA PORTE CITY COUNCIL <br />SEPTEMBER 9, 1991 <br />1. The meeting was called to order by Mayor Malone at 6:00 P.M. <br />Members of City Council Present: Mayor Norman Malone, <br />Councilpersons Guy Sutherland, Mike Cooper, Bob McLaughlin, <br />Alton Porter, Deotis Gay, B. Don Skelton, Jerry Clarke <br />Members of City Council Absent: Councilperson Bob Thrower <br />Members of City Staff Present: City Manager Bob Herrera, City <br />Attorney Knox Askins, City Secretary Cherie Black, Assistant <br />City Manager John Joerns, Director of Public Works Steve <br />Gillett, Police Chief Bobby Powell, Fire Chief Joe Sease, <br />Human Resources Manager/Purchasing Manager Louis Rigby <br />Others Present: Charles Dippel, Brent Ryan, several citizens <br />2. The invocation was given by Councilperson Porter. <br />3. Council considered approving the minutes of the Special Called <br />Meeting of Council held August 22, 1991. <br />Motion was made by Councilperson Clarke to approve the August <br />22 minutes as presented. Second by Councilperson Gay. The <br />motion carried, 8 ayes and 0 nays. <br />Ayes: Councilpersons Sutherland, Cooper, McLaughlin, <br />Porter, Gay, Skelton, Clarke and Mayor Malone <br />Nays: None <br />4. Council considered approving the minutes of the Regular <br />Meeting of Council held August 26, 1991. <br />Motion was made by Councilperson Skelton to approve the <br />minutes of Auctust 26 as corrected to show a second to the <br />motion on item 8. Second by Councilperson Sutherland. The <br />motion carried, 7 ayes, 0 nays, 1 abstain. <br />Ayes: Councilpersons Sutherland, Cooper, Porter, Gay, <br />Skelton, Clarke and Mayor Malone <br />Nays: None <br />Abstain: Councilperson McLaughlin <br />The minutes of August 26 will be corrected to show that <br />Councilperson Thrower seconded the motion on item 8. <br />5. Mr. Ross Hays, Bayside Engineering, addressed Council to <br />express his concern regarding Morgan's Point Scrap Metal on <br />North 10th. They are using the right of way to load and <br />unload trucks, and leaving debris of all kinds in the street, <br />
