The meeting was called to order by Mayor Malone at 6:00 P.M. <br /> <br />Members of city Council Present: Mayor Norman Malone, <br />Councilpersons Betty Waters, Mike Cooper, Ed Matuszak, Alton <br />Porter, Deotis Gay, B. Don Skelton, Jerry Clarke <br /> <br />Members of city Council Absent: Councilperson Bob McLaughlin <br /> <br />Members of city Staff Present: City Manager Bob Herrera, City <br />Attorney Knox Askins, City Secr~tary Cherie Black, Assistant <br />to the City Manager Janie Bais, Director of Public Works Steve <br />Gillett, Purchasing Manager/Human Resources Manager Louis <br />Rigby, Fire Chief Joe Sease, Police Chief Charles Smith, <br />Director of Finance Jeff Litchfield, Finance Officer Linda <br />Waugh <br /> <br />Others Present: John Black, Bayshore Sun; 12 citizens <br /> <br />2. The invocation was given by Mayor Malone. <br /> <br />3. Council considered approving the minutes of the regular <br />meeting of Council held April 23, 1990. <br /> <br />Motion was made by Councilperson Skelton to approve the April <br />23 minutes as presented. Second by Councilperson Cooper. The <br />motion carried, 8 ayes and 0 nays. <br /> <br />Nays: <br /> <br />Councilpersons Waters, Cooper, Matuszak, Porter, <br />Gay, Skelton, Clarke and Mayor Malone <br />None <br /> <br />Ayes: <br /> <br />4. The Mayor proclaimed May 13 as Special Olympics Day. <br /> <br />5. Council canvassed the results of the May 5 election and <br />considered an ordinance declaring the results of the election. <br /> <br />The City Attorney read: ORDINANCE 1698 - AN ORDINANCE <br />DECLARING THE RESULTS OF THE ELECTION HELD IN THE CITY OF LA <br />PORTE ON MAY 5, 1990, FOR THE ELECTION OF COUNCILPERSON AT <br />LARGE, POSITION B; COUNCILPERSON, DISTRICT 1; AND A <br />COUNCILPERSON, DISTRICT 6; FINDING COMPLIANCE WITH THE OPEN <br />MEETINGS LAW; AND PROVIDING AN EFFECTIVE DATE HEREOF. <br /> <br />The ordinance named the following persons as <br />Councilperson at Large, position B <br />Councilperson, District 1 - Guy Sutherland; <br />District 6 - E. G. "Jerry" Clarke. <br /> <br />being elected: <br />Al ton Porter; <br />Councilperson, <br />
