<br />,'. <br /> <br />.. <br /> <br />e- <br /> <br />. <br /> <br />. <br /> <br />e <br /> <br />RESOLUTION NO. 71-03 <br /> <br />RESOLVED, that the City Commission of the City of La Porte <br />hereby agrees and binds itself to pass and approve, at the <br />earliest possible date consistent with the business of the <br />Commission, an ordinance regulating industrial waste disposal, <br />which said ordinance shall be an enforceable industrial waste <br />ordinance, meeting the criteria established by the Federal Water <br />Pollution Control Administration, Environmental Protection <br />Agency, which said ordinance shall, among other things". limit <br />the discharge of industrial waste into the public sanitary <br />sewer system, to levels that will not adversely affect the <br />operation of the sanitary sewer system or the quality of the <br />waste water treatment facility effluent; shall regulate the <br />volume, strength and nature of the wastes to be discharged into <br />the sewer system; shall require pretreatment of waste by indus- <br />try when necessary to meet the above levels or shall prohibit <br />the entry of such waste; shall give specific attention to <br />toxic materials and heavy metals; shall prohibit the discharge <br />of certain heavy metals into the sys~em; shall establish a rate <br />schedule for sewer service that assures an equitable system of <br />cost recovery, to the end that industrial users shall pay for <br />the cost incurred by the City of La Porte in the construction, <br />operation and maintenance of that portion of the waste water <br />treatment facilities related to industrial waste, taking into <br />considexation the individual industrial user's contribution as <br />related to the total waste load taking into account the volume <br />and strength of all discharges, with the cost to be considered <br />including amortization of the cost of the City's waste treatment <br />facilities; operation and maintenance of the facilities; and <br />any additional costs which are necessary to assure adequate <br />treatment on a continuous basis; and providing substantial <br />pre-payment of the capital investment from each industry that <br />contributes thirty per cent (30%) or more of the total volume <br />
