S 546) ("Cable Act") provides that during the six <br />month period which begins with the thirty-sixth month before <br />the franchise expiration, the franchising authority may on <br />its own initiative, and shall at the request of the cable <br />operator, commence proceedings relating to the renewal of <br />the cable television franchise. Our records indicate that <br />the cable television franchise for the City of LaPorte, TX <br />will expire March 8, 1995. Pursuant to the authority of the <br />Cable Act as mentioned above, Prime Cable of Ft.
