STATUTORY AGENDA <br /> (a) Presentation, discussion, and possible action to approve the minutes of the November 11, 2019 <br /> meeting. [Chairman Martin] <br /> Committee member Engelken moved to approve the minutes; the motion was adopted, 3-0. <br /> (b) Presentation, discussion, and possible action to receive report regarding Harris County Flood <br /> Control District's (HCFCD) and Harris County Precinct 2's current and future plans relating to <br /> flooding in the City of La Porte. [Lorenzo Wingate, City Engineer] <br /> Mr.Wingate announced he and Councilmember Engelken met with HCFCD on December 6 and found that <br /> the Brookglen projects might be possibly moved forward, noting that the City would be eligible for bond <br /> funds. Councilmember Engelken said he felt the HCFCD plans were to buy out pieces of Brookglen and <br /> turn them into detention ponds and expressed concern about the residents having to live with additional <br /> potential flooding occurrences. He conveyed that there was nothing received in writing and he believed the <br /> City should move forward as planned with funding and doing the projects in house. <br /> (c) Presentation, discussion, and possible action regarding the statue of current projects. [Lorenzo <br /> Wingate, City Engineer] <br /> The Committee made clear that grant applications were not forfeited until the City began to procure services <br /> for the projects. Due to the experience of the last twenty years,the Committee concluded, it was appropriate <br /> to move forward with an item on tonight's Council agenda to fund the top three priority projects but also <br /> entertained waiting up to the second quarter of 2020 to see if grant funds became available. Ultimately, <br /> they recommended moving forward with engineering and design for Bayside Terrace and Little Cedar <br /> Bayou, and put a hard deadline of the end of March for Brookglen and F10106-00. <br /> (d) Presentation, discussion, and possible action regarding additional drainage concerns and <br /> providing staff with direction.
