Fairmont Parkway, La Porte, <br />Texas, for the purpose of considering the following agenda items. All agenda items are subject to <br />action. <br />CALL TO ORDER <br />2. INVOCATION —The invocation will be given by Rev. Brian Christen, LaPorte Community Church. <br />PLEDGES — Will be led by Councilperson Brandon Lunsford. <br />U.S. Flag <br />Texas Flag: Honor the Texas Flag. I pledge allegiance to thee, Texas, one state, under God, one, and <br />indivisible. <br />3. PRESENTATIONS, PROCLAMATIONS, AND RECOGNITIONS <br />(a) Proclamation - Domestic Violence Awareness and Prevention Month. [Mayor Rigby] <br />4. PUBLIC COMMENTS (Limited to five minutes per person.) <br />5. CONSENT AGENDA (Approval of Consent Agenda items authorizes each to be implemented in accordance <br />wth staff recommendations provided. An item may be removed from the consent agenda and added to the <br />Statutory Agenda for full discussion upon request by a member of the Council present at this meeting.) <br />(a) Approve the minutes of the special City Council meetings held on September 19 and <br />September 30, 2019, and the regular meeting held on September 23, 2019. [Mayor Rigby] <br />(b) Approve the purchases of various vehicles and equipment through Texas BuyBord and H -GAC <br />Cooperative purchasing programs, in accordance with the FY 2019-2020 Vehicle Replacement <br />Program schedule. [ Ray Mayo, Public Works Director] <br />(c) Approve amending meeting dates of regular City Council meetings in November and <br />December 2019. [Mayor Rigby] <br />(d) Authorize the City Manager to enter into US Communities contract #R -BB -19002 for Cintas to <br />provide uniform rental services. [Cherell Daeumer, Purchasing Manager] <br />(e) Authorize the City Manager to enter into agreements with Dunham Engineering for the design, <br />bid, and construction phase services for the Hillridge Ground Tank Replacement and for the <br />Coating of Lomax Elevated Storage Tank CIP projects. [Ray Mayo, Public Works Director] <br />6. STATUTORY AGENDA <br />(a) Presentation and discussion on adoption of Ordinance 2019-3758, to amend the Council Rules <br />of Procedure and Ethics Policy.
