<br />WHEREAS, the City of La Port~ in keeping with its long
<br />
<br />established policy of endeavoring to attract industry and expand
<br />
<br />. its growth, his entered into an agreement dated December 22, 1958,
<br />
<br />with certain industries named therein, which agreement was there-
<br />
<br />after amended by a subsequent agreement between City and said other
<br />
<br />industries da1;ed December 30, 1961, to which agreement reference
<br />
<br />is here made; and
<br />
<br />WHEREAS, further pursuant to said policy the City of La
<br />
<br />Porte has been negotiating for more than the past two years with
<br />
<br />. said industries named in said agreements and with other industries
<br />
<br />in an effort to amend and extend the duration of the said agreement;
<br />
<br />and
<br />
<br />WHEREAS, the City of La Porte on the one hand and the
<br />
<br />Houston Lighting and Power Company, National Distillers Company,
<br />
<br />E. I. DuPont, De Nemours & Co., Ce1ane$e Company of America,
<br />
<br />Phillips Petroleum Company, and Alamo Industries, Inc., on the
<br />
<br />other hand hav~ reached agreement on the terms of a new contract
<br />
<br />in keeping with the City's policy of endeavoring to attract indus-
<br />
<br />,.
<br />
<br />try and expand its growth, a copy of which contract is attached
<br />
<br />hereto and marked as IlExhibit A"; and
<br />
<br />WHEREAS, the Legislature of the State of Texas has pro-
<br />
<br />vided in Artic1~ 1, Section 5 of the lI~unicipa1 Annexation Actll 1
