<br />e <br /> <br />e <br /> <br />-5- <br /> <br />Flc:x::Xl Boundary-Flc:x::Xlway Map (FBFM)-Maans an offical map of a corrmunity on which <br />l"eaeral Rlergency Management Agency has delineated the areas of special flood hazard <br />applicable to the canmunity. <br /> <br />Flood or Flooding""iTeans a general and temporary condition of partial or complete <br />lhundatlon ot nonnally dry land areas fran: <br /> <br />(1) '!he overflow of inland or tidal waters. <br /> <br />(2) 'Ihe unusual and rapid accumulation of runoff <br />or surfaoo waters fran any souroo. <br /> <br />Flood Insurance Rate Map (FIRM)""iTeans an official map of a canmunity, on which <br />the FeC1era.l Elfergency Management Agency has delineated both the areas of special <br />flood hazards and the risk premium zones applicable to the canmunity. <br /> <br />Flood Insurance Study-is the official report provided by the Federal Emergency <br />Mahagenent Agency. The report contains flood profiles, the water surface elevation <br />of the base flood, as well as the Flc:x::Xl Insuranoo Rate Map and the Flood Hazard <br />Boundary-Floodway Map. <br /> <br />Floodway (Regulatory F100dwaY)""iTeans the channel of a river or other watercourse <br />and the adjacent land areas that must be reserved in order to discharge the base <br />flood without cumulatively increasing the water surfaoo elevation more than a de- <br />signated height. <br /> <br />Habi table Floor""iTeans any floor usable for living purposes, which includes working, <br />sleeplng, eatlng, cooking or recreation, or a ccmbination thereof. A floor used <br />for storage purposes only is not a "habitable floor". <br /> <br />Highest Adjacent Grade""iTeans the highest natural elevation of the ground surface <br />prlor to constructlOn next to the proposed walls of a structure. <br /> <br />Mean Sea Ievel""iTeans the average height of the sea for all stages of the tide. <br /> <br />Mobile Hare""iTeans a structure, transportable in one or more sections, which is <br />bUl.It on a pennanent chassis and designed to be used with or without a pennanent <br />foundation when connected to the required utili ties. It does not include recreational <br />vehicles or travel trailers. <br /> <br />New Mobile Hare Park Or Mobile Hare Subdivision- means a parool of land (or con- <br />tlgUOUS parcels} of land dlvlded lnto two or more mobile heme lots for rent or <br />sale for which the construction of facilities for servicing the lot on which the <br />mobile hare is to be affixed (including, at a minimum, the installation of utilities, <br />either final site grading or the pouring of concrete pads, and the construction <br />of streets) is canpleted before the effective date of this ordinance. <br /> <br />Sand Dunes- neans naturally occuring accumulations of sand ridges or mounds land- <br />ward ot a beach. <br /> <br />Start of Construction""iTeans the first plaooment of permanent construction of a <br />structure ( other than a mobile hare) on a site, such as the pouring of slabs or <br />footings or any work beyond the stage of excavation. Eermanent construction does <br />not include land preparation, such as clearing, grading, and filling; nor does it <br />include the installation of streets and/ or walkways; nor does it include excavation <br />for a basement, footings, piers or foundation or the erection of temporary fonns; <br />nor does it include the installation on the property of acoossory buildings, <br />such as gargages or sheds not occupied as dwelling units or not as part of the <br />main structure. For a structure (other than a mobile hare) without a basement or <br />poured footings, the "start of construction" includes the first pennanent framing <br />or assembly of the structure or any part thereof on its piling or foundation. For <br />mobile hares not within a mobile hare park or mobile heme subdivision, "start of <br />construction" neans the affixing of the mobile hare to its pennanent site. For <br />
