Variance-is a grant of relief to a person from the requirements of this Ordinance wmn specific enforcenent would result in unnecessary hardship. A variance, therefore, permits construction or developnent in a manner otherwise prohibited by this Ordinance. ARI'ICLE 3. GENERAL PROVISIONS SECTION A. IANC6 TO WHICH THIS ORDINANCE APPLIES This Ordinance shall apply to all areas of special flood hazard within the juris- diction of the City of La Porte. SECTION B. BASIS FOR ESTABLISHING THE AREAS OF SPECIAL FLOOD HAZARD The areas of special flood hazards identified by the Federal Emergency Managenent Agency in a scientific and engineering report entitled liThe Flood Insurance Study for the City of La Porte, 'Iexas," dated November, 1984, with accompanying Flood Insurance Rate Maps and Flood Boundary-F100dway Maps and any revisions thereto are hereby adopted by reference and declared to be a part of this Ordinance. SECl'ION C. ESTABLISHMENT OF DEVEWPMENT PERMIT A D9velopnent Permit shall be required to ensure conformance with the provisions of this Ordinance. SECTION D. COMPLIANCE No structure or land shall hereafter be located, al tered, or have its use changed without full canp1iance with the terms of this Ordinance and other applicable regulations. SECTION E. ABROOATION AND GREATER RESTRICTIONS This Ordinance is not intended to repeal, abrogate, or impair any existing ease- ments, covenants, or deed restrictions.
