U.S. Post Office - returned <br /> <br />corresponde~ce stamped, "vacant" served as the second tier of <br /> <br />vacancy accountability. <br /> <br />Other categories of undeliverables <br /> <br />included "no such number." No such number or address pertains <br /> <br />to those locales that have been designated a water meter account <br /> <br />number for future residential development. No such number and <br /> <br />vacants were further confirmed by the eventual door-to-door <br /> <br />survey of final nonrespondents. <br /> <br />Prior to that <br /> <br />approach, <br /> <br />however, an intermediate phone-bank method of population survey <br /> <br />was undertaken. <br /> <br />The three distinct, directed mailings resulted in a 68 percent <br /> <br />response rate. <br /> <br />While this is generally considered to be an' <br /> <br />excellent response rate for a universe of over 8000 accounts, it <br /> <br />was deemed that this percentage <br /> <br />could .' be <br /> <br />improved <br /> <br />by <br /> <br />complementing the direct mailing method with a five-session <br /> <br />telephone survey conducted by all members of the Redistricting <br /> <br />Committee. <br /> <br />A prepared dialogue was used by committeemembers to <br /> <br />conduct the phone portion of the census (see exhibit D of <br /> <br />appendix). <br /> <br />Data obtained via this method was inputted onto the <br /> <br />same SURVEY System. An additional 12 percent response rate was <br />attained in the phone-bank method of surveying, thui boosting <br /> <br />the overall response rate to 80 percent. <br /> <br />The Redistricting Committee then decided to authorize City Staff <br /> <br />to hire door-to-door census walkers to complete the census. <br /> <br />$taff, in turn, hired public works employees (after normal <br /> <br />working hours) to survey those residences failing to answer' any <br /> <br />previous census inquiry. <br /> <br />During a three week period, census <br />
