With a final response <br /> <br />rate exceeding 98 percent in all areas of the city, the <br /> <br />Redistricting Committee stands poised to undertake the redrawing.. <br /> <br />'of political jurisdictions in conformance with federal, state <br /> <br />and local laws. <br /> <br />Data Collection and Manipulation <br /> <br />An automated data collection and manipulation process was <br />designed in orde~ to facilitate effective and efficient survey <br /> <br />accounting practices and to simplify the redistricting modeling <br /> <br />process. The initial database was established primarily to <br /> <br />gather demographic data corresponding to a particular water <br /> <br />billing account number. <br /> <br />Since completion of the <br /> <br />census, <br /> <br />however, a second database, designed to extract from and <br /> <br />streamline the old database, has been completed. The new, more <br /> <br />efficient database has been created to greatly enhance modeling <br /> <br />capability. A random page of computer printout taken from the <br /> <br />same reports but from different databases indicates that all <br /> <br />data from the initial database also resides on the new database <br /> <br />(see exhibits E and F in appendix). The new database, however, <br /> <br />.also contains information integral to Phase Two <br /> <br />of <br /> <br />the <br /> <br />Redistricting Project - Redistricting Modeling Process (RMP).. <br />
