AUTHORITY <br /> <br />, <br />The organizational and operational concepts set forth in this <br />plan are promulgated.und~r the following authorities: <br /> <br />A. La Porte Ci~y Ordinance. I. <br />B. Texas Disaster Act of 1975, 64th Legislature, Articl~ <br />6889-7, Vernon's Texas Civil Statutes, as amended._ <br />C. Executive Qrder of the Governor. <br />D. Federal Civil Defense Act of 1950 as amended. (Pu~lic Law <br />920, 81st U.S. Congress). <br />E. Disaster Relief Act. .of 1974, as amended. (Public Law <br />93-288, 93rd,U.S. CQngress)._ <br /> <br />SECTION II. PURPOSE <br /> <br />The purpose of this plan is to provide for effective emergency <br />management within the City of La Porte, using the existing <br />governmental organization and resources to the maximum po~sible <br />extent. The City of La. Porte is legally responsible to its <br />citizens for prpviding for their health, welfare, and safety in <br />the event of natural disaster, man-made incidents, or national <br />emergency, .including the threat or occurrence of enemy attack. <br /> <br />... <br /> <br />SECTION III. SITUATION AND ASSUMPTIONS <br />A. SITUATION <br /> <br />1. The City of La Porte has an approximate population of <br />25,000 residents. La Porte is located in Southeast <br />Texas, approximately 25 miles southeast of the Hous~on <br />metropolitan area. <br /> <br />2. La Porte is primarily a petro-chemical area. <br />Extensive petro-chemical industry, along with the <br />Barbour's Cut Terminal (of the Port of Houston) make <br />the City an important financial and marketing center. <br /> <br />3. State Highway 225 and State Highway 146 converge <br />within the City limits. The Southern Pacific Ra~lroad <br />has a large switching yard and equipment service <br />center in the northwest section of the City. There is <br />a municipally-owned airport with a lighted runway. <br /> <br />4. La PQrte is served by a council-manager form of <br />government. City services include paid p~lice, fire, <br />parks, and pUblic works personnel. <br />
