La Porte and its environs have in the pa~t been <br />subjected to hurricanes, tornadoes, flash-flooding, <br />petro-chemical plant explosions and truck and <br />rail-related transportation accidents. <br /> <br />B. A$SUHPTIONS <br /> <br />1. Because of its geographical location, topography,. <br />demography, and past disaster history, the City of L~ ' <br />Porte can be assumed to be subject to emergency <br />situations resulting from the following contingencies: <br /> <br />2. <br /> <br />a. Hurricanes <br />b. Tornadoes <br />c. Flash-flooding <br />d. Transportation accidents <br />e. Major fires <br />f. Hazardous material spills and leaks <br />g. Ci v il d istu rbances <br /> <br />In the event of nuclear attack, La <br />probably receive radio-active fallout <br />striking along the Houston Ship Channel. <br /> <br />Porte would <br />from weapons <br /> <br />3. Should nuclear attack or other national emergency <br />occur without warning, La Porte could be isolated from <br />outside communication and assistance for an <br />indeterminate period. <br /> <br />4. In the event of severe international tension, the <br />nation-wide Crisis Relocation Plan may be implemented <br />by the President through the Governor. When the plan <br />is implemented, La Porte will be expected to evacuate. <br /> <br />SECTION IV. DIRECTION AND CONTROL <br />A. CONCEPTS OF OPERATION <br /> <br />The mayor, as Emergency Management Director for the City, <br />is responsible for assuring that coordinated and effective <br />emergency response systems are developed and maintained. <br />Existing agencies of government will perform emergency <br />activities closely related to those they perform routinely. <br /> <br />Outside assistance, whether from other political <br />jurisdictions or from organized volunteer group~, will be <br />requested and used only as an adjunct to existing city <br />services, and only when the emergency si tuation threatens <br />to expand beyond the city's response capabilities. <br />
