<br />B. <br /> <br />e <br />EnERGENCY OPERATING CENTER (EOC) <br />~ . . .. - <br /> <br />e <br /> <br />Response acti vi ties will be conducted from the Emergency <br />Operating Center, which is located on the second floor of <br />the Pol ice Administration Building, 915 So. Eighth St. in <br />La Porte. The EOC will be activated by the Emergency <br />Management Coordinator or the Mayor upon notification of a <br />possible or actual emergency. _ All department heads and <br />other personnel having duty assignments in the EOC will <br />report to the center when it is activated. <br /> <br />C. ORGARIZATIQR OF THE CITY SERVICES FOR.EMERGENCIES <br /> <br />City departments and .agencies will maintain the same <br />organ~zational structure during emergency operations as <br />exists under normal cOnd1tions. No new chain of command is <br />created. for emergencies, except that all personnel assigned <br />to perform an emergency function will be under the command <br />of the responsible individual through their normal <br />supe.rvisory chain. <br /> <br />SECTION V. ASSIGNMENT OF RESPONSIBILITIES <br /> <br />A. EXECUTIVE GRQUP.RESPQNSI~I~ITIES <br /> <br />1. The Mayor is primarily responsible for: <br /> <br />a. Directing the overall preparedness program for <br />the city. <br />I <br />b. Making emergency policy decisions. <br />c. Declaring a state of emergency when necessary. <br />d. Implementing the emergency powers of local <br />.overnment. (see section VIII, .Emergency Powers <br />of local government) <br />e. Reporting to the Disaster District. <br />f. Requesting outside assistance when necessary. <br />(Either from the Disaster District or from other I <br />juriSdictions in accordance with existing mutual <br />aid agreements.) <br /> <br />2. The City Manager is responsible for: <br /> <br />a. As~uring that all city dep~rtments develop, <br />ma'intain, and exercise their respective service <br />annexes to this plan. _ <br />b. Support ing the overall preparedness program in <br />terms of its budgetary and organizational <br />requirements. <br />c. Implementing the policies and decisions of the <br />governing body. .. <br /> <br />3. The Emergency Management Coordinator is responsible <br />for: <br /> <br />a. Serving as controller of the EOC in order to <br />carry out the policies established by the <br />manager. <br />
