KELLY <br /> <br />,The Port of Houston Authority Board shou:d have as its objective <br />the recovery and subsequent expansion of the Port of Houston and <br />the communities, jobs and industries it services. Achievement of <br />the expansion should be done by means that help the surrounding <br />communities to continue to be desirable places to live. <br /> <br />Mr. Kelly believes that the Board should achieve these objectives <br />by providing leadership and guidance in the following major ' <br />areas: <br /> <br />Marketinq - The Port should continue to strengthen its <br />efforts to plan for changing world markets and to, <br />anticipate customer needs for service, cost and <br />responsiveness. Having developed a strong competitive <br />position, the Authority should have a proactive sales <br />campaign to make new domestic and international customers <br />aware, :P.f, t,he adv_~n_~,9.,~S of the Por.t of ,Houston. .. . <br /> <br />Operations - The Board should vigilantly oversee the <br />operations of the Authority to see that the Port is <br />providing the most effective methods and techniques and <br />meeting its customer service needs. <br /> <br />Expansion - Expansion of the Port's facilities to meet <br />future needs should be encouraged. The currently planned <br />bond issue should be vigorously communicated to Harris <br />County residents. <br /> <br />Communication - The Board should foster an active program <br />of communication of port plans, objectives and activities <br />to the people and municipalities of Harris County and the <br />State of Texas. <br /> <br />Concurrent with its business activities, ,the Board should promote <br />policies that make the Port an attractive neighbor to the , <br />communities that surround it.
