(Consultant) and the <br />City of La Porte (Client) for the services described below. <br /> <br />I. SCOPE OF SERVICE <br /> <br />The Consultant will provide the following consulting services: <br /> <br />A. Prepare a Neighborhood Plan for Northside Community of La Porte <br /> <br />The purpose of the Neighborhood Plan is to guide the residents and <br />stakeholders of the Northside community and the City in their collective <br />decision-making on future economic development, physical development, <br />and social issues and opportunities within the Northside community. <br />The Neighborhood Plan will provide a basis in which to make decisions <br />on the future improvement, growth and economic development of <br />the Northside community. <br /> <br />B. The Neighborhood Planning process will include the following tasks: <br /> <br />. With assistance from City Council and City staff, the Consultant will identify <br />and meet with key community leaders (formal and informal) to assess social <br />capital and to collect initial information regarding history, sense of community, <br />economic and political climate and quality of life in the Northside community. <br /> <br />The Consultant will facilitate at least four (4) community meetings to <br />accomplish the following: <br />(1) Introduce and explain the concept of comprehensive neighborhood <br />planning and to build consensus toward a common vision for the Northside <br />community. <br />(2) Facilitate identification and prioritization of needs and goals and categorize <br />them according to the entity that may be able to fulfill them (e.g. <br />city/county government, social service agencies, neighborhood-based <br />organizations), funding source, and necessary actions to accomplish the <br />goals. <br />(3) Present draft of Neighborhood Plan for discussion, input, and revisions by <br />Northside community residents and stakeholders. <br /> <br />Northside Community - LaPorte, Texas <br />Hawes Hill & Patterson Consultants <br />July 9, 1999 <br />
