<br />e <br /> <br />e <br /> <br />(4) Participate in working session with City Council to discuss the <br />Neighborhood PIan and planning process. <br /> <br />C. The Neighborhood Plan document will include the following elements: <br /> <br />. Urban Design. The Consultant will identify opportunities for beautification, <br />blight removal, improvements to public safety and security, and recommended <br />improvements to public property. <br /> <br />. Infrastructure. The Consultant will identify water, sewer, and drainage <br />infrastructure improvements necessary to improve the quality of life of the <br />residents and to support appropriate land development or redevelopment; <br /> <br />. Transportation. The Consultant will identify mobility issues, street/traffic <br />infrastructure improvements, and ingress/egress within the community. <br /> <br />. Land Development/Redevelopment. The Consultant will identify opportunities <br />for commercial and residential land development and redevelopment <br />opportunities, as appropriate, including methods to encourage appropriate <br />development. A complete analysis of existing land uses and zoning <br />designations will be provided. An analysis of parks/open space needs and <br />opportunities will be provided. <br /> <br />. Social Factors/Community Engagement. Through the process of community <br />engagement, education, consensus-building and capacity-building, the <br />Consultant will facilitate the identification and analysis of common perceptions, <br />needs, and priorities regarding quality-of-life issues in the Northside <br />community. From this process, the Consultant will compile an inventory of <br />assets and resources (government and non-government) as well as proposals <br />for strategic actions that would support and enhance continued community <br />participation, thereby contributing to successful implementation of the <br />Neighborhood Plan. In addition, the Consultant will provide follow-up <br />technical assistance to the Northside community as required, following <br />approval and adoption of the Neighborhood Plan. <br /> <br />. Implementation of the Neighborhood Plan/Action Plan. The Consultant will <br />identify the community's goals and its vision for the future. The Consultant <br />will identify methods to implement the Neighborhood Plan and achieve the <br />community's goals to realize the community's vision for the future, including <br />but not limited to, funding sources, capital improvement planning, and <br />engagement of entities outside the City. <br /> <br />Northside Community - LaPorte, Texas <br />Hawes Hill & Patterson Consultants <br />July 9, ] 999 <br /> <br />2 <br />
