Governmental agencies, except municipal fire <br />departments, are considered standing agencies and therefore- exempt from the annual <br />dues. <br /> <br />1" (k) <br /> <br />Each member agrees to utilize the CIMA Incident Command <br /> <br />System ("ICS") for incidents where a Special Call, Standby or Alarm List Activation has <br /> <br /> <br />been issued. Members are encouraged to utilize the CIMA ICS, as much as possible, <br /> <br /> <br />for control of non-CIMA incidents in the member's facility/area of jurisdiction. <br /> <br />'* (I) <br /> <br />Each member agrees to pre-plan annually the response of <br /> <br />resources to the facility utilizing the CIMA Alarm List. . <br />(m) An existing member who has not had an emergency in the previous <br />two years, nor requested CIMA assistance in the previous five years, may request a <br />special e?Cemption from these Section 2.3 Conditions of Membership, paragraph (d). In <br />addition, a member who cannot provide the required level of response, but can provide <br />another vital service to CIMA must propose to the Chairman that it provide such service <br />in lieu of providing the required level of response capability. The Chairman shall <br />determine the necessity and validity of the service to CIMA and proceed to request an <br />approval by the respective Zone Members and the Steering Committee. Special <br /> <br />exempt facilities will be evaluated as follows: <br /> <br />(i) Every 5 years the facility will be assessed to determine <br />compliam e with exemption standards. <br />(ii) Should an exempt member request CIMA assistance, such <br />member's qualifications for exemption will be reassessed. <br />The Chairman will direct evaluation efforts and present a report to <br />the Steering Committee and the respective Zone Members. <br />)f\ (n) MEMBERS WHICH ARE- LOCAL LAW ENFORCEMENT <br />AGENCIES.
