TEXAS, <br />this governir..g body expressly resolves as follows: <br /> <br />WnEREAS. tta Legislature of the State of Texas p&s~~d a~~ the <br />Governor signed into law Senate Bill 621 (the Property Tax Code) <br />which relates to ad valore~ taxa~ion; ar.d <br /> <br />W1-IEREAS. said Proper:i:y Tax Code provides for the crGa.::i.on of <br />a central appraisal district within eac~ County of the S~ate; and <br />said Code further provides that said central apprais~l cistrict be <br />governed by a five (5) member board which shall be elected by the <br />qualifie~ voting taxing uni~s within the Cou~ty by the fo:~owing <br />formula as set forth in Sec~ion 6.03(d): <br /> <br />u <br />V= T x 1000 x 5 <br /> <br />v = The number of votes to which a taxing unit is entitled. <br /> <br />u = The dollar amount of property taxes imposed by a t&xi.r..g <br />uuit during the preceding tax year. <br /> <br />T = The smu or the total dollar amount of property taxes im- <br />posed in the appraisal district for that year by each <br />taxing ~nit that is entitled to vote. <br /> <br />WHEREAS, Section 6.03(i) of tte Property Tax Code provides that <br />a majority of three-forths (3/4) of the qualified voting units within <br />the County may change the number of members of the board or may <br />change the method of selecting members of the board; and <br /> <br />WclEREAS, Harris County is a large urban county containing i~ <br />excess of fifty (50) taxing units, ninety-five (95) percent of wh~ch <br />are small in comparison to taxes levied by a few large ~nits; and <br /> <br />~iEREAS, the board size and method of seiecting sai~ board pro- <br />v~ass in Sections 6.03(a) a~d (d) \1oulc no~ provide a fair ~~d <br />equitable board under the particular circumstances in liarris COu.~~y; <br />anCL <br />
