<br />e <br /> <br />e <br /> <br />SECTION 2 <br />Our Approach <br /> <br />, <br />'" <br /> <br />2.1 General ADDroach <br /> <br />Any successful consulting project is a result of three factors: <br /> <br />· A competent team of consultants, knowledgeable in the specific issues facing <br />the client <br /> <br />· A proven methodology which provides discipline and focus to the consulting <br />team's efforts ' <br /> <br />· Strong communications between the client and project team regarding the <br />team's progress <br /> <br />Our proposed project team consists of full-time RCC personnel whose background and <br />prior experience include the skills necessary to successfully complete this project. The <br />team will be directed from our Houston office with particular emphasis on those key <br />individuals who have worked with Local Government and Public Safety Services <br />providers and have up to the minute experience in the communications issues facing the <br />City of La P,orte. <br /> <br />The methodology we propose is designed to provide the City of La Porte with an <br />unbiased assessment of specific radio and voice/data telecommunications needs and <br />provide recommendations for developing and implementing the selected technologies. <br /> <br />Our approach to a total project, which will support the City of La Porte through <br />implementation of the new and/or upgraded systems is divided into three phases. Each <br />phase is followed by a logical breakpoint, which allows management review and <br />approval before continuing with the next phase. <br /> <br />The three phases provide a comprehensive and structured means of: <br /> <br />· Phase I - Assessing the City of La Porte's telecommunications needs and <br />requirements and translating those needs into an implementation <br />strategy. This includes a Needs Assessment, Conceptual Alternatives, <br />Budgetary Cost Estimates, and a Final Report with recommendations. <br /> <br />· Phase II - Detailed system design, specification development, Requests for <br />Proposals, proposal solicitation, vendor evaluation, and contract <br />negotiation. <br /> <br />· Phase III - Implementation assistance for equipment installation, system testing, <br />performance evaluation, and final system acceptance. <br /> <br />City of La Porte, TX <br /> <br />Proposal- 2/23/01 <br /> <br />Section 2, Page 1 <br />
