BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF LA PORL'E, TEXAS: Section 1. That tor the purpose of providing a budge-t for the tisoal year beg:Lnning April 1, 1936 and. ending March 31, 1937, the sums set forth below be and the Mmlit are hereby appropriated tor the maintenanoe, operation and improvement 01' the gov- ermllent of the City 01' La Pcrte, and the sam.e shall be strictly applied tor the sever- a1 purposes and in the respeotive smow:rta hereinatter specitied. That the City Council may transter a sum from one item to an- other item within a fund, exoepting that the Debt Service Funds shall nat be subjeot 'tit- to B1.loh alteration by the City Council; and that a sum may be transferred frcm one f'u:!1.d to anather fund only on the authority 01' an ordinanoe passed by the City Council. Section 4. That the necessity for the continued maintenance, operation and improvement of the government of the City at La Porte creates an emergency which re- quirEls that the budget shall became effective at onoe, that the rule requiring ordi- natLOEIS to be read at three several meetings be suspended and that this ord 1nanoe be pausEld finally on its first zeading and that this ordinance, therefore, shall take effect from and after its passage, and it is so ordained.
