The majority of the losses are <br />on cul-de-sacs, where the water runs the length of the block to a catch basin. When <br />Flood Control Ditch #B-112 crests, the water in the subdivision backs up, especially in <br />the cul-de-sacs. <br /> <br />SpenwicklSpencer Highway Estates <br />The flooding in this area was predominately caused by a 300-foot ditch that was dug in <br />the middle of the block from Bayer to Flood Control Ditch #8-112-02. Harris County <br />originally dug the ditch on private property. In 1996, after the City of La Porte annexed <br />this area, we did a complete reconstruction project. The City of La Porte obtained <br />authority to dig out this channel therefore alleviating flooding problems. When 8112-20 <br />crests, though, there is still a slight delay in the run-off. <br /> <br />8rookglen was annexed as part of the College View M.U.D. with Ordinance #1400 on <br />2/15/1985. Spencer Highway Estates was annexed as part of the Spenwick M.U.D. with <br />Ordinance #1396 on 1/4/1984. <br /> <br />These subdivisions were therefore built under the jurisdiction of Harris County and not <br />subject to the regulations of the City. Upon annexation by the City of La Porte, all <br />nonconformities with city ordinances are dismissed or "grandfathered." However, any <br />substantial improvement or substantial damage to structures in the area now would <br />require full compliance with the City's Flood Damage Prevention Ordinance. <br /> <br />The subdivisions in west La Porte are subject to significant peak runoff rates from <br />developed upstream areas.
