<br />e <br /> <br />CIlY OF LA PORTE, TX <br />CRS ACTIVIlY 510 <br />FLOODPLAIN MANAGEMENT PLAN <br /> <br />e <br /> <br />Draft an Action Plan <br /> <br />Based on research and discussions, 11 activities (besides those <br />mentioned above in the Repetitive Loss Plan) are recommended to meet the <br />needs and goals listed previously. Activities 1-5 are short range, and Activity 6-11 <br />are long-range solutions. These activities and this plan were the subject of a <br />public meeting on May 20th, 1999. A revised plan was presented to the City <br />Council for adoption by formal resolution on June 14th, 1999. <br />The activities are listed below, along with who is responsible for them and <br />when they should be completed. Most of these activities can be accomplished <br />with staff resources. <br />Following each recommended activity is a note on how it would be <br />credited by the eRS. This plan includes activities that are not recognized by the <br />CRS, but are nevertheless important to mitigate future losses and meet the City's <br />needs and goals. <br /> <br />Short Range Activities <br />1) Elevation Certificates on Computer Format <br />. In August of 1999, FEMA will be issuing a new form of Elevation <br />Certificates. Keeping Elevation Certificates in computer format makes <br />them more readily accessible to City staff and citizens. <br />. Responsible Person: Engineer-in-Training <br />. Deadline: Begin implementation August 1999 <br />. CRS Credit: Points are credited for Activity 310 (Elevation Certificates) if <br />the elevation certificate data for the City is kept and made available in <br />computer format. <br />2) Public Information Program Strategy <br />. The City will establish a public information outreach strategy team that <br />includes representatives of agencies and organizations active in floodplain <br />management and public information. The strategy team (minimum three <br />members) will consist of someone familiar with the community's floodplain <br />management program and at least one representative from outside the <br />community's government. <br />. A written document will be prepared that describes: <br />=> The local flood hazard. <br />=> The flood safety and property protection measure appropriate for that <br />hazard. <br />=> The flood-related public information activities currently being <br />implemented within the community (including those by non- <br />government agencies). <br />=> Goals for the community's public information program. <br />=> Process to be followed to monitor and evaluate the projects. <br />.
