CRS Credit: Credit for Activity 340 can be achieved if real estate agents <br />provide brochures or handouts that advise potential buyers to investigate <br />the flood hazard for a property. <br />4) Ordinance for Storm Water Management <br />. One of the greatest problems of floodplain management in urbanizing <br />areas in the increase in peak flow caused by watershed development. As <br />forest, fields and farms are covered by impermeable surfaces, such as <br />streets, rooftops and parking lots, more rain runs off at a faster rate. When <br />an area is urbanized, the rate of runoff can increase five-fold or more. A <br />new ordinance addressing the following issues would alleviate this <br />prOblem: <br />=> Regulating developments on a case-by-case basis to ensure that the <br />peak flow of stormwater runoff from each site will be no greater than <br />the runoff from the site before it was developed. <br />=> All developments (no matter the size) will be regulated. <br />=> Detention is designed for greater than 10-year storm, but smaller than . <br />100-year storm. <br />=> City inspects private storm water facilities and has regulatory authority <br />to require the owners to perform appropriate maintenance. <br />=> Regulations require that, as a condition of building permit, applicant <br />must prepare site plan that accounts for local drainage from and onto <br />adjoining properties. <br />=:> Regulations require new developments of 5 acres or more to include in <br />the design of their storm water management facilities appropriate "best <br />management practices" that will improve the quality of surface water. <br />. Deadline: Draft revisions should be presented to City Council by <br />August, 1999. <br />· CRS Credit: Credit for Activity 450 (Stormwater Management) is provided <br />for adopting an ordinance with the above regulations. <br />5) Revise City's Building Code <br />. The state has recently published new recommended guidelines for <br />protection buildings from damage by hurricanes. Other higher regulatory <br />standards are recommended by the CRS.
