<br />e <br /> <br />CITY OF LA PORTE, TX <br />CRS ACTIVITY 510 <br />FLOODPLAIN MANAGEMENT PLAN <br /> <br />e <br /> <br />=:) Raise the minimum flood protection level from the base flood elevation <br />(BFE) to eighteen inches above the BFE. All substantially damaged <br />buildings and new buildings must be at or above this level. <br />=:) Prohibit fill within the floodplain and fIoodway, or new developments <br />are required to provide compensatory storage at hydraulically <br />equivalent sites. <br />=:) Count improvements to building cumulatively so that eventually all <br />buildings will be brought up to flood protection standards. <br />. Responsible Person: Chief Building Official <br />. Deadline: Draft revisions should be presented to City Council by <br />September, 1999. <br />. CRS Credit: All of the recommended changes are credited under Activity <br />430 (Higher Regulatory Standards). <br /> <br />Long-Range Activities <br />6) City Newsletter - Floodplain Outreach <br />. A City Newsletter would allow the City staff and Council to communicate <br />effectively with its citizens, taxpayers and voters. Every issue could <br />contain a different article on floodplain hazards, and the services available <br />to citizens at City Hall. <br />. CRS Credit: Credit would be given through Activity 330. An outreach <br />project to the City must be conducted annually to continue participation in <br />the CRS. <br />7) Flood Data Maintenance <br />. Input FIRM data into Utility Mapping Drawings. Placing FIRM data on the <br />CAD system can allow for information to be updated electronically, and <br />can display or print a current map. <br />. Responsible Person: Drafting Department <br />. CRS Credit: Credit for Activity 440 can be provided for implementing <br />digital systems that improve access, quality, and/or ease of updating flood <br />data within the community. <br />8) Preserve Open Space <br />. One of the best ways to prevent flood damage is to keep f1oodprone areas <br />free from development. In addition to flood protection benefits, preserving <br />open space can greatly enhance the natural and beneficial function that <br />floodplains serve. <br />. Responsible Person: Director of Parks & Recreation <br />. CRS Credit: Credit for Activity 420 can be provided for keeping vacant <br />floodplain lands open. This can be done by keeping the land publicly <br />owned (e.g., a park or golf course), or by regulating development so that <br />there will be no new buildings or filling on the land. <br />9) Maximize Interagency Coordination <br />. The City should maximize interagency coordination, especially with the <br />Harris County Flood Control District (HCFCD) and TxDOT.
