After the votes of the election have <br /> <br />been canvassed and the results of the regular City Elec- <br /> <br />tion on the fourth Tuesday in April, 1960, have been <br /> <br />declared, the candidate for the office of Mayor and the <br /> <br />two (2) candidates for the offices of Commissioner receiv- <br /> <br />ing the highest number of qualified votes at such election <br /> <br />shall be declared elected and shall serve as Mayor and <br /> <br />Commissioners, respectively, for a term of two (2) years, <br /> <br />upon qualifying as required by law; the two (2) candidates <br /> <br />for the offices of Commissioner receiving the third and <br /> <br />fourth highest number of qualified votes for the offices <br /> <br />of Commissioner at such election shall be declared elected <br /> <br />and shall serve as Commissioners for a term of one (1) year, <br /> <br />upon qualifying as required by law. <br /> <br />If the two (2) candidates for the offices of Commis- <br /> <br />sioner tie with the highest number of qualified votes, they <br /> <br />both shall be declared elected and serve for a term of two <br /> <br />(2) years; if two (2) candidates for the offices of Com- <br /> <br />missioner tie with the third highest number of qualified <br />
