. . . . e e -6- of the city of La Porte, to provide that after the regular election on the fourth Tuesday in April, 1960, the City Commission shall be composed of a Mayor and four (4) Commissioners; that the two (2) candidates for the offices of City Commissioner receiving the first and second highest number of qualified votes at such election shall be declared elected for a term of two (2) years; providing that the two (2) candidates receiving the third and fourth highest number of qualified votes at such election shall be declared elected for a term of one (1) year; and providing for a special election in the event of a tie in the fourth highest number of votes; providing tha a Mayor and two (2) Commissioners shall be elected on the fourth Tuesday of April, 1962, and each even-numbered year thereafter; pro! i viding that two (2) Commissioners shall be elected on the fourth ! , II Tuesday in April, 1961, and each odd-numbered year thereafter; pro-! ! viding that the four (4) positions on the City Commission shall be !
