Relation of proposed use to community goals, such as <br />relation of proposed rezoning to comprehensive plan, any <br />particular social, economic, or environmental problems <br />presented by the use~ and <br /> <br />10. Whether the development is equivalent to the highest <br />and best use of sUbject property. <br /> <br />(4) Upon initial determination by the ~oning Officer that the proposed <br />use of the subject tract requires zoning reclassification, the <br />City Secretary shall establish the proposed reclassification as <br />an agenda item at a regularly scheduled meeting of the Planning <br />and Zoning Commission of the City of La Porte. It is recommended <br />that the City Secretary consult with the chairperson of the <br />Planning and Zoning Commission to ascertain and resolve scheduling <br />conflicts, if any. Care should be taken to allow sufficient <br />time for the city'staff, to prepare the factual report contemplated <br />above. As indicated, city staff advises that fifteen (15) days <br />is sufficient time within which to complete said report. <br /> <br />(5) Planning and Zoning Commission meets, and considers initially <br />proposed zoning reclassification in open meeting, reviewing the <br />staff report contemplated above, requesting any additional needed <br />information, ascertaining any potential legal problems, and <br />setting a date for the public hearing.
