<br />. <br /> <br />e <br /> <br />Engineering Services Agreement - Page 3 <br /> <br />(1) Submit to the Director within five (5) days of the notice to proceed with Phase II, the Project <br />Schedule Chart updated to reflect firm dates for the beginning and end of each activity set forth <br />therein and the review dates for such activities. <br /> <br />(2) Prepare detailed "Construction Quality Control Program," (which includes a listing of the types <br />and numbers of quality control tests required by the specifications during construction), <br />construction drawings, specifications, instructions to bidders, bidders proposal form, general <br />provisions, and special provisions based on the guidelines provided by the Director of Public <br />Works. The construction drawings and specifications shall set forth recommended alternate bid <br />items for the Project in a manner that permits ready evaluation and comparison. <br /> <br />(3) Inform the Director of Public Works of any adjustments to previous estimates of the Project <br />construction cost which are indicated by market conditions or authorized changes in the scope <br />and requirements of the Project. The Engineer cannot and does not guarantee that bids will <br />not vary from the estimate. <br /> <br />(4) Prepare the required documents to obtain approval of all governmental authorities having <br />jurisdiction over the design and/or operation of the Project and all public and private utilities <br />including pipeline transmission companies affected by the Project; obtain the signatures of <br />representatives of such governmental authorities and public utilities. <br /> <br />(5) Design the Project in compliance with the requirements of all applicable FAA Advisory <br />Circulars, laws, codes and regulations, including the City of La Porte Building Code (which is <br />expressly made applicable to this Project); make all revisions to the plans, specifications and <br />other contract documents necessary to provide clarifications or to correct discrepancies; provide <br />the Director of Public Works with documents necessary for obtaining a building permit for the <br />Project. The plans and specifications shall conform to all applicable federal and state <br />regulations. <br /> <br />(6) Deliver to the Director of Public Works at the ~, ~, and 100% completion stages of <br />Phase II a detailed cost estimate and six (6) copies of all the reports, recommendations, <br />analyses, specifications, plans and drawings (including working drawings). The plans and <br />specifications shall conform to the Federal Aviation Administration Standards and <br />Requirements. <br /> <br />(7) When requested and authorized by the Director of Public Works, assist with Contractor Pre- <br />Qualification; assist the City in securing bids for the construction of the Project based upon the <br />construction documents; attend prebid conferences; prepare minutes from the prebid <br />conference; assist the City in evaluating the bid proposals; and provide a written <br />recommendation for the award of a construction contract for the Project; <br /> <br />(8) Prepare all required addenda to revise the plans, specifications and other contract documents <br />in order to (i) provide clarifications; (ii) correct discrepancies; (iii) correct errors and/or <br />omissions; or (iv) reflect changes in design requirements and/or field conditions. <br /> <br />(c) Phase III - Construction. Upon receipt of written notice to proceed, signed by the Director of <br />Public Works, the Engineer shall provide professional services during construction to assist in obtaining a <br />complete Project in accordance with the purpose and intent of the contract documents. Phase III services shall <br />include, but not be limited to, the following: <br /> <br />(1) Participate in pre-construction conferences, prepare preconstruct ion meeting minutes, and assist <br />as may be required with the preparations of a contract between the City and the successful <br />bidder; <br />
