<br />e e <br />II. SCOPE OF SERVICES <br /> <br />ENGINEERING AND DESIGN: <br /> <br />Project Manager for this project will be Mr. H. Carlos <br />Smith, P.E., assisted by Mr. James F. Beck, R.P.S. Schedule of <br />work is detailed below. Consultations with City staff, <br />regulatory agencies and utility companies will be on going as the <br />project progresses. <br />The Engineer will not proceed from one phase to the next <br />phase without written approval and authorization to proceed from <br />the City of La Porte. <br /> <br />PRELIMINARY ENGINEERING PHASE <br /> <br />The purpose of the Preliminary Phase is to define the <br />overall concept and refine the scope of work of the project to be <br />incorporated in the Design Phase. Major questions of design and <br />utility interference will be resolved with an "end product" to be <br />clearly defined. <br />Work to be performed in the preliminary phase will include: <br /> <br />1. Establish design criteria from the City's <br />Comprehensive Plan and recommend any changes or additions. <br /> <br />2. Make recommendations as to alignment and grade to <br />avoid interference with existing and future improvements. <br />Evaluate advantages and disadvantages of alternate construction <br />and prepare preliminary cost estimates. <br /> <br />3. Establish and recommend the scope of any soil and <br />foundation investigations, which in the opinion of the Engineer <br />may be required; upon written authorization by the City, the <br />engineer shall arrange for such work to be done by a sub- <br />contractor approved by the City. <br /> <br />4. Conduct additional field surveys, necessary to <br />assist with alignment and grade determination, including <br />topographic information with existing grades, and information <br />necessary to verify public and franchise utilities and related <br />structures within or crossing the proposed alignment and to <br />determine their interference with the Project. <br /> <br />5. Determine and define all regulatory agency <br />requirements such as Harris County Flood Control District, and <br />assemble applicable codes and standards. <br /> <br />6. Identify any potential problems, present alternate <br />resolutions for each problem, and recommend, with reasoning for <br />recommendation, problem solu.:tions. <br /> <br />7.
