<br />e <br /> <br />e <br /> <br />public construction or public improvement: <br />construction, maintenance and improvement of <br />streets, water lines , sanitary sewer lines, storm <br />sewers, ditches and public utilities. <br /> <br />Sec. 102-233. Exemption <br /> <br />This Article shall not extend to: <br /> <br />(a) any person now or hereafter providing natural gas <br />service for residential and business use only <br />within the City pursuant to a franchise from the <br />City as a gas distribution utility; <br /> <br />(b) raw or potable water pipelines, <br />appurtenances; or <br /> <br />valves and <br /> <br />(c) city, county or state agencies for storm drainage <br />or sanitary sewer service pipelines, valves and <br />appurtenances, except industrial wastes <br />transported by pipeline to treatment facilities <br />outside the corporate city limits. <br /> <br />Sec. 102-234. Permit Required <br /> <br />No person shall commence the construction, relocation <br />or reposition of a pipeline within the City without a <br />permit being obtained from the City for such pipeline <br />under the terms of this Chapter. <br /> <br />Sec. 102-235. Application for Permit <br /> <br />A person desiring a permit shall submit a written <br />application to the Director and concurrently therewith <br />shall pay a non-refundable fee to the City. The <br />application form, which can be obtained from the <br />Director, shall be submitted to the Director, in <br />duplicate, with the following information contained <br />thereon: <br /> <br />(a) The name, business address and telephone number <br />of the pipeline owner and operator; <br /> <br />(b) The names , titles and telephone numbers of the <br />following persons: <br /> <br />1.
