No building permits on property with delinquent taxes. <br /> <br />(a) The city council hereby determines and declares that it shall be the policy of the city not <br />to issue any permit, license, or certificate, of any kind under this chapter, to any person, firm, <br />or corporation, owing any delinquent ad valorem taxes to the city on the real property which <br />is the subject of the application for a permit, license, or certificate, Ad valorem taxes shall be <br />considered "delinquent" under the terms of this section, if not paid in full by February first of <br />the year following the year in which said taxes were assessed. <br /> <br />(b) No officer or employee of the city shall issue a permit, license, or certificate, of any kind <br />under this chapter, without first determining that no delinquent ad valorem taxes are owed to <br />the city on the real property which is t~e subject of the application for a permit, license, or <br />certificate. <br />(Ord, No. 98-2217, ~ 2, 2-9-98) <br /> <br />Sees. 82-2-82-30. Reserved. <br /> <br />ARTICLE II. BUn.DING CODE* <br /> <br />Sec. 82-31. Adoption; amendments. <br /> <br />The Standard Building Code, 1994 edition, and appendices as adopted by the Southern <br />Building Code Congress International, Inc., a copy of which is on file in the office of the city <br />,) secretary, is hereby adopted and designated as the building code of the city, incorporated by <br />reference in this article, and made a part of this article, as fully as if copied at length in this <br />section; provided, however, that sections 102,2,1 and 102.2,2, are amended, and shall hereafter <br />read as follows: <br /> <br />Sect~on 102,2.1, Building official qualifications, <br /> <br />, ,The building official shall have at least ten years' experience or the equivalent, as an <br />architect, engineer, inspector, contractor or superintendent of construction, or any combination <br />of these, five years of which shall have been in responsible charge of work, The building official <br />should be certified as a building official through a recognized certification program, . <br /> <br />Section 102.2,2, Chief inspector qualifications. <br /> <br />The building official, with the approval of the applicable governing authority, may de~ignate <br />chief inspectors to administer the provisions of the building, electrical, gas, mechanical and <br />plumbing codes.
