<br />II <br /> <br />e <br /> <br />and surface waters, and shall be so maintained by the permittee <br />discharging wastes so that any authorized representative, or employee of <br />the City may readily and safely measure the volume and obtain samples of <br />the flow at all times. Plans for construction of the sample welles) shall be <br />included with the Industrial Sewer Connection Application, and are <br />subject to approval by the Director. <br /> <br />B. Sampling of effluent or discharge may be accomplished manually, or by <br />the use of mechanical equipment, to obtain a composite sample which <br />would be representative of the total effluent. Samples shall be taken at <br />such intervals as to establish the BOD, and Total Suspended Solids of the <br />industrial waste for billing purposes, as determined by the City as <br />necessary to maintain a control over the discharges from the Permittee. <br />Additionally, such grab composite samples as deemed necessary by the <br />City shall be taken at such intervals as to establish the concentrations of <br />prohibited discharges and pretreatment standards as specified in this <br />ordinance. The method used in the examination of all industrial wastes to <br />determine BOD and Suspend solids shall be defined in 40 CFR, Part 136. <br /> <br />SECTION 15 INDUSTRIAL COST RECOVERY SURCHARGE <br /> <br />15.1 A permittee discharging industrial wastes with a BOD exceeding 250 mg/l, or a <br />suspend solids content of greater than 300 mg/l, or both, and meet all Sections, <br />may be accepted for waste water disposal provided that; <br /> <br />(a) The wastes will not cause damage to the collection system; <br />(b) The wastes will not impair the treatment process. <br />(c) The discharger of the waste enters into a contractual agreement with the <br />Control Authority providing for a surcharge over and beyond the normal <br />sewer rate. The surcharge for industrial discharge is to be calculated as <br />follows: <br /> <br />ISS = (BOD + <br />250 <br /> <br />TSS) x <br />300 <br /> <br />(0 &M cost) x <br /> <br />(VOL) ; <br /> <br />ISS = represents Industrial Waste Surcharge in Dollars; <br /> <br />BOD represents the Biochemical Oxygen Demand in milligram per liter <br />(mg/l). Note: Concentration less than or equal to 250mg/1 will be <br />considered a value of zero. <br /> <br />TSS represents Suspended Solids in milligram per liter (mg/l) <br />Note: Concentration less than zero or equal to 300mg/l will be considered <br />a value of zero. <br /> <br />O&M Cost represents operation and maintenance cost of POTW <br />wastewater treatment facility. Note: This cost is determined and updated <br />by the City periodically. <br /> <br />39 <br />
