<br />e <br /> <br />e <br /> <br />P. Existing Source - Any source of discharge, the construction or operation <br />of which commenced prior to the publication of proposed categorical <br />pretreatment which will be applicable to such source if the standard is <br />thereafter promulgated in accordance with Section 307 of the act. <br /> <br />Q. Grab Sample - A sample collected over a period of time not to exceed 15 <br />minutes from a waste stream without regard to flow of the waste stream. <br /> <br />R. Indirect Discharge or Discharge - The introduction of a non-domestic <br />pollutant into the POTW from any non-domestic source regulated under <br />Section 307 (b), (c) or (d) of the act. <br /> <br />S. Industrial User or User - An industry or business which discharges <br />wastewater into the City's wastewater treatment plant. A source of direct <br />discharge. <br /> <br />T. Industrial Waste Questionnaire - The document provided by the City to all <br />potential industrial users on which basic information and data are <br />documented describing the applicant's production process, raw materials, <br />and other information as deemed necessary by the City to accurately <br />assess the nature of any potential waste discharges. <br /> <br />U. Industrial Wastes - All water-borne solids, liquids, or gaseous wastes <br />resulting from any industrial, manufacturing, or food processing operation <br />or process, or from the development of any natural resource, or any <br />mixture of these with water or domestic sewage distinct from domestic <br />sewage. <br /> <br />V. Instantaneous Maximum Allowable Discharge Limit - The maximum <br />concentration (or loading) of a pollutant allowed to be discharged at any <br />time, determined from the analysis of any discrete or composite sample <br />collected, independent of the industrial flow rate and the duration of the <br />sampling event. <br /> <br />W. Interference - A discharge which alone or in conjunction with a discharge <br />or discharges from other sources: <br /> <br />1.) inhibits or disrupts the POTW , its treatment process or operations <br />or its sludge processes, use or disposal; and <br /> <br />2.) therefore is a cause of a violation of City's TPDES permit or of the <br />prevention of sewage sludge use or disposal in compliance with <br />any of the following statutory / regulatory provisions or permits <br />issued thereunder ( or more stringent state or local regulations) : <br />Section 405 of the Clean Water Act; the Solid Waste Disposal Act <br />( SWDA), including Title II ( Resource Conservation and <br />Recovery Act - RCRA; and State regulations contained in any <br /> <br />5 <br />
