<br />Building Codes Appeals Board <br />Minutes of October 19, 2006 <br /> <br />Members Present: Tom Campbell, Terry Bunch, John Elfstrom and Paul Larson <br /> <br />Members Absent: Ron Holt, Ken Schlather and Bruce Compton <br /> <br />City Staff Present: Chief Building Official Debbie Wilmore <br /> <br />Others Present: Tommy Moser, Moser Electric Company <br /> <br />1. CALL TO ORDER <br />Meeting called to order at 6:05 P.M. by Chairman Tom Campbell. <br /> <br />2. CONSIDER APPROVING MINUTES FROM THE JUNE 22, 2006 MEETING <br />Motion to approve the June 22,2006 minutes, as submitted, was made by John Elfstrom. <br />Second by Paul Larson. Motion passed unanimously. <br /> <br />Agenda Item #4 was taken out of order to accommodate Tommy Moser's attendance <br /> <br />3. DISCUSS POSSmLE LOCAL RESIDENTIAL AND COMMERCIAL ELECTRICAL <br />AMENDMENT ON RECEPTACLE INSTALLATIONS (I.E. POSSmLE <br />PROHmITION OF "QUICK STAB" PUSH-IN TYPE/SPRING CONNECTION <br />ELECTRICAL OUTLETS OR WIRING CHANGE RELATED TO RECEPTACLES) <br />Chairman Campbell advised the Board Tommy Moser attended the meeting to discuss his <br />concerns based on his electrical expertise as a local, state licensed master electrician. <br /> <br />Mr. Moser showed the Board some outlets, discussed installation wiring methods and <br />expressed his concerns on "quick stab" installations. Following some discussion between <br />Mr. Moser and the Board, Mr. Elfstrom made a motion to recommend a local amendment. <br />Amendment to read: All electrical devices (outlets, switches, etc.) shall be installed with the <br />screw-wrap or "approved screw clamp" installation (back or quick stab installation is <br />prohibited). <br /> <br />Second by Terry Bunch. Motion passed unanimously. Staffwas directed to develop the <br />Board recommendation memo to City Council and bring the draft memo to the Board's next <br />meeting. Memo should include the typical delayed implementation period to allow for <br />notification of electrical contractors/public and changes in city paperwork. <br />
