Once the final plat is approved, the applicant will <br />proceed for the site development. <br /> <br />Analvsis: <br /> <br />Owner/Developer plans to develop the tract for business/industrial uses. The <br />developer will construct street and the storm drainage/detention system that <br />will ultimately connect with the regional systems in accordance with the <br />policies of the City and Harris County Flood Control District. <br /> <br />Land Use - The General Plan contains general information regarding the <br />development of approximately 300::l:: acre site. The Plan's significant <br />features include contemplated land uses, open space and storm water <br />detention areas, landscape and buffer areas and roadway network. Currently, <br />this development is shown on restricted Reserve 'B' with underlying land <br />uses as Business Industrial (BI), located along South 16th Street and <br />proposed Export Drive to the east of Powell Road. <br /> <br />The Developer's Agreement defmes the land uses that are acceptable within <br />various tracts of this development. In Reserve 'B', uses permitted in <br />Business Industrial (BI) zoning districts will be applicable with some <br />exceptions as stated in the Developer's Agreement. <br /> <br />Landscaping/Open Space - The General Plan shows the relationship of <br />landscape/open space and also demonstrates how the trail system, open <br />space, and the storm water detention system are interrelated. The City may <br />elect to accept these facilities depending on the final design of the project. <br />Buffering and beautification is also addressed in the Developer's Agreement. <br />In addition, landscaping will be provided within building setback areas and <br />easements throughout the project. Staff is anticipating that a consistent <br />theme and design criteria shall be implemented throughout this development. <br /> <br />Transportationffraffic Control Plan - Truck traffic is typically associated <br />with this type of commercial and industrial development. The developer has <br />submitted traffic analysis plan. The first two projects projected to be <br />completed are the Frontier and this Building B-5. The proposed project <br />includes the construction of Export Drive (60'ROW), which will allow <br />access to these facilities with minimal traffic on S. 16th Street (Powell Road). <br />These projects would add approximately 80 to 120 trucks per day. The <br />development agreement contemplates that all trucks will enter and leave the <br />site via State Highway 146 and Wharton Weems Boulevard and no trucks <br />will proceed north along S. 16th Street (Powell Road) to Fairmont Parkway. <br />It is anticipated that most of the traffic will use State Highway 146 Frontage
