<br />II. EMPLOYMENT AND APPOINTMENTS <br /> <br />I. Promotions <br /> <br />The City will attempt to provide promotional opportunities to existing employees, <br />when possible. A selection process may be limited to qualified City employees, <br />or such employees may be given preference in application or consideration. <br />Opportunities for promotion across organizational lines shall also be possible, <br />contingent on business necessities at the time. All promoted employees shall <br />serve a 6-month Introductory Employment Period in the new position. <br /> <br />The following procedures apply to promotions: <br /> <br />1. Departments notify Human Resources of all existing and anticipated <br />vacancies <br />2. Human Resources posts the vacancies by sending job announcements to <br />posting sites located throughout the City <br />3. Job announcements shall be posted and remain open for a minimum of 3 <br />working days <br />4. All applications must be received and processed through Human <br />Resources in order to be considered <br /> <br />When, in the course of the normal budget process, a currently filled position will <br />no longer exist, but will be replaced with a position having a higher classification, <br />the employee in the former position may be promoted to the new grade level <br />without the formal hiring process. <br /> <br />2. Temporary Promotions <br /> <br />The City Manager may authorize a temporary promotion if a position is vacant or <br />its regular incumbent is absent. Temporary promotions are for a specific period <br />of time as determined by the City Manager. Employees temporarily promoted <br />may be additionally compensated for the duration of their temporary assignments <br />according to the promotional grade level. (Ref. City policies Compensation for <br />Temporary Assignments, and Salary Administration of the Personnel Policy <br />approved by Council as subsequently amended). <br /> <br />Employees temporarily promoted shall not acquire any status or rights in the <br />class to which they are temporarily assigned. <br /> <br />3. Transfers <br /> <br />The City will attempt to transfer employees wishing to transfer when it does not <br />adversely affect the City's interests or the interests of other employees. <br /> <br />Employee Policies Handbook/Page 8 <br />
