<br />Second degree of affinity includes spouse (including unmarried domestic <br />partners), stepchildren, spouse's grand children, mother-in law, father-in-law, <br />brother-in-law, sister-in-law, spouse's grand parents. <br /> <br />Third degree of consanguinity includes children, grand children, great grand <br />children, parents, brother, sister, nephews, nieces, grand parents, uncles, aunts, <br />great grand parents. <br /> <br />An applicant may not be hired as a full-time or part-time regular employee in any <br />department if that department already employs a person who is within the second <br />degree of affinity or third degree of consanguinity of the applicant. <br /> <br />If an employee becomes within the second degree of affinity or third degree of <br />consanguinity of another employee who works in the same department, neither <br />employee may be promoted to any position that has any supervision or authority <br />over the other either directly or through the chain of command. <br /> <br />No employee may supervise or be supervised by a person who is within the <br />second degree of affinity or third degree of consanguinity. Two or more <br />employees within the second degree of affinity or third degree of consanguinity <br />may not report to the same supervisor. <br /> <br />In the event two City employees are in violation of the nepotism policy, both <br />employees shall be consulted and the two employees, jointly, shall make the <br />decision as to which one shall leave City employment. In such cases where the <br />two employees cannot reach agreement within 10 days of written notice, the City <br />Manager shall make the decision to which one shall leave City employment, <br />which decision shall be binding and final. <br /> <br />14. Residence <br /> <br />There shall be no absolute requirement of residence for City employment except <br />as may be required by law or City Charter. Employees who may be subject to <br />emergency call and/or periodic service in a stand by status may be required to <br />establish residency within a reasonable distance from the principle work site, to <br />assure a timely response, as determined by each departmental rules and <br />policies. <br /> <br />Employee Policies HandbooklPage 12 <br />
