Facility needs were assessed using demand, usage, <br />and resource-based methods. These needs include citywide land needs, <br />facitity needs, and recommended improvements to existing facilities. <br /> <br />. Master Plan Recommendations - Based on the inventory of existing <br />facilities, public involvement and the needs assessment, a series of park, <br />open space and trail recommendations were formulated. These include <br />recommendations for modifications or improvements to existing parks, the <br />development of new parks and trails, and the acquisition of land for future <br />parks and trails. The plan also estimates the general cost of all <br />recommended improvements. <br /> <br />. Implementation Plan - The plan prioritizes all ofthe proposed <br />improvements, based on the <br />needs assessment and public <br />involvement, and develops a <br />sequence for addressing the <br />current and projected recreation <br />and trail facility needs of La Porte. <br />This plan should be formally <br />adopted by the City of La Porte <br />City Council, and as such can <br />become a guide for public policy <br />as it relates to the parks, open <br />space and recreational program <br />needs of the city. <br /> <br />1.5 Plan Timeframe <br /> <br /> <br />Shaded Picnic Area at Pine Bluff Park. at <br />La Porte's Waterfront. <br /> <br />The plan is formulated to address the time frame from the vear 2002 until the vear <br />2007. However, the need for a major Parks, Open Space and Trail Master Plan <br />update should be reviewed after a two to five year period, or if any major <br />developments occur which significantly alter the recreation needs of the city. An <br />annual review workshop by the Parks and Recreation staff should be conducted to <br />review progress over the last year, and bi-annual updates should also be prepared <br />by the Parks and Recreation staff of La Porte, or on a more frequent basis if special <br />needs or occurrences require modifications to the plan. In all cases, public <br />involvement through citizen meetings, interviews, and workshops should be included <br />in any updating process. <br /> <br />1.6 2008 Plan Update <br /> <br />The 2008 La Porte Parks, Open Space, and Trail Master Plan Update will be <br />conducted as follows and will be formatted as an addendum to the current plan as <br />shown herein: <br /> <br />Chapter I · Introduction <br /> <br />Poge 5 <br />
