<br />e <br /> <br />e <br /> <br />-4- <br />parking lots, and storage areas. The term also includes City-owned leased or used <br />vehicles and equipment wherever located. It also includes the premises where the City <br />performs contract services. <br /> <br />. "reasonable belief' means a belief based on objective facts sufficient to lead <br />a prudent person to conclude that a particular p~rson performed a particular act. <br /> <br />. "contraband" means any article, the possession of which on City premises or <br />while on City business, causes an employee to be in violation of a City work rule. <br />Contraband includes illegal drugs and alcoholic beverages, drug paraphernalia, lethal <br />weapons, firearms, explosives, incendiaries, stolen property, counterfeit money, untaxed <br />whiskey, and pornographic materials. <br /> <br />. "random testing" means a testing process in which selection for testing is <br />made by a "method employing objective, neutral criteria which ensures that every person <br />subject to testing has a substantially equal statistical chance of being selected. The <br />method does not permit subjective factors to playa role in selection. <br /> <br />3. NOTIFICATION TO EMPLOYEES <br /> <br />The City will notify employees of this policy by: <br /> <br />. Giving to each employee a copy of the policy and obtaining a wntten <br />acknowledgment from each employee that the policy has been received, <br />read, and understood. <br /> <br />4. EDUCATION <br /> <br />All supervisors and other management personnel are to be trained in: <br /> <br />. Detecting the signs and behavior of employees who may be using illegal <br />drugs or alcohol in violation of this policy. <br /> <br />. Intervening in situations that may involve violations of this policy. <br /> <br />. Recognizing the above activities as a direct job responsibility. <br /> <br />Employees are to be informed of: <br /> <br />. The health and safety dangers associated with illegal drug and alcohol <br />use. <br /> <br />. The provisions of this policy. <br />
