<br />Bayshore Elem. <br />March 05, 2009 <br />Page 2 of3 <br /> <br />Analvsis: <br /> <br />Section 106-659 of the Code of Ordinances establishes the following criteria <br />for review of development projects within a PUD zoning district: <br /> <br />Land Uses - Review of the City's Land Use Plan indicates this area was <br />envisioned as developing as low density residential. As per approved <br />General Plan, subject tract (Parcel 10) is called out as land plan to be <br />determined "single-family residential." The project is now proposed as an <br />elementary school. The intended development alters the approved SCUP and <br />General Plan for the Lakes at Fairmont Greens. <br /> <br />Streets, Access, & Layout - State Highway 146 and McCabe Road provide <br />access to the site. However, two points of access are shown along McCabe <br />Road, an 80' right-of-way with traffic circulation to east and west bound <br />lanes. Along State Highway 146 traveling north, TxDOT will be <br />constructing overpass structures at Wharton Weems, Shoreacres Blvd., and <br />Red Bluff. Frontage roads are also to be constructed. These lanes should help <br />prevent traffic delays and increase efficiency of the roadway. <br /> <br />Utilities - There are sufficient water distribution facilities along frontage <br />road of State Highway 146 and McCabe Road to supply potable water and <br />fire protection to this proposed project. Sanitary sewer is available to this <br />property with the recent extension of the southeast sanitary sewer trunk main <br />and lift station near McCabe Road. <br /> <br />Drainage - The proposed development lies within the Taylor Bayou <br />Watershed and was recently elevated with fill. The City of La Porte has a <br />master drainage plan for the Taylor Bayou Watershed in conjunction with <br />the development to the west of State Highway 146. The 110' wide <br />HCFCD drainage easement was dedicated to the City. The City is the <br />responsible agent for its maintenance through the declaration of protective <br />covenants and agreements (PID) for the Lakes at Fairmont Greens <br />Subdivision since the channel easement has steep side slopes, additional <br />right-of-way may be necessary from adjacent property owners. <br /> <br />Fencing & other public amenities - A list of public amenities required <br />per the executed Developer's Agreement, which "runs with the land" is as <br />follows: <br /> <br />. 8' wide concrete hike and bike trail <br />. 6' high wrought iron fence <br />. 6' high upgrade wood fence along Wharton Weems Blvd. & <br />McCabe <br />. Landscaping <br />. Entry Monumentation <br />. Reserves/open space (including Taylor Bayou & detention/amenity <br />ponds) <br />. 8' wide pedestrian bridge over Taylor Bayou <br />
