<br />Bayshore Elem. <br />March 05, 2009 <br />Page 3 of3 <br /> <br />Recommendation: <br /> <br />The plan shows open spaces, landscaping, utilities, hike and bike trail, <br />and a pedestrian bridge over Taylor Bayou. In addition to the open <br />space areas, the development proposal should include that these areas <br />are dedicated to the City and the P.I.D. would be responsible for <br />maintenance. <br /> <br />Beautification - The Comprehensive Plan provides guidelines for the <br />implementation of a beatification program. This particular site is <br />located at a primary gateway to La Porte. The visual appearance forms <br />the overall impression of the City. The developer needs to submit <br />building design standards for the proposed project to verify aesthetic <br />visual appearance of the proposed development. <br /> <br />Sidewalks - Section 5.02 of the Development Ordinance empowers the <br />Commission to require pedestrian sidewalks when it feels their inclusion <br />will serve the public interest. Staff would recommend the installation of <br />sidewalks connecting the neighborhoods nearest to the school. <br />Responsibility for construction of the sidewalks should be stated on the <br />face of the site plan. <br /> <br />Exterior Building Design Standards - Proposed facility is subject to <br />the City of La Porte exterior building design standards along major <br />thoroughfares as 100% masonry and glass products. <br /> <br />Staff, using Development Ordinance 1444, Section 4.09, has reviewed the <br />development for Bayshore Elementary School and found it to be in <br />substantial compliance with applicable ordinance requirements. <br /> <br />The Plan is recommended for approval with the following conditions: <br /> <br />. Furnish the City an approval or Express Review Sheet by Harris <br />County. <br />. Provide the City a copy of driveway permits by Harris County prior to <br />the issuance of any building permit. <br />. Applicant files appropriate changes to General Plan and Special <br />Conditional Use Permit to reflect the conditions of this re-approval. <br />
