<br />Staff Report LPISD Agricultural Science & Operations Center March 05, 2009 <br />Major Development Site Plan <br /> <br />Reauested Bv: La Porte Independent School District <br /> <br />Reauested For: 35.461 acres of land out of the Enoch Brinson Survey, Abstract No. <br />5, La Porte, Harris County, Texas <br /> <br />Location: 2015 Sens Road <br /> <br />Present Zonina: <br /> <br />Business Industrial (BI) & Light Industrial (L1) <br /> <br />Backaround <br /> <br />La Porte Independent School District is proposing an agricultural <br />science, maintenance, and operations center along Sens Road, <br />south of North 'L' Street. The subject property, consisting of 35.46 <br />acres of land, is located to the east of Sens Road between <br />Spencer Highway and State Highway 225. The property is in the <br />vicinity of commercial/industrial establishments along Sens Road. <br /> <br />Under the terms of Development Ordinance 1444, the proposed <br />development is considered to be a major subdivision. This is <br />based on the size of the development being in excess of 10 acres. <br />The Development Ordinance requires a two-stage approval <br />process for major subdivisions. The first stage is plat review and <br />approval followed by submittal of a major development site plan, <br />along with the building/construction drawings and other applicable <br />documents. <br /> <br />Analvsis: <br /> <br />Land Use - The City's Land Use Plan shows this area developing <br />with commercial industrial uses. The existing land uses are <br />primarily commercial and business industrial. There is a pre- <br />existing mobile home park in the vicinity to the west of Sens Road. <br /> <br />Transportation - Staff notes that the primary facility fronts on <br />Sens Road (100' ROW), which runs north south between Spencer <br />Highway and State Highway 225. The proposed use will generate <br />additional bus traffic, but the proposed Sens Road expansion is <br />adequate to support the additional traffic, and construction should <br />be complete around the time of building occupancy. <br /> <br />Topography - This area is relatively flat and stable and should not <br />be an obstacle to this type of development. <br /> <br />Utilities - Staff reviewed the existing facilities and services for each <br />of the components of the utility system for the proposed <br /> <br />EXHIBll A <br />
