A waterline is located on the east side of Sens <br />Road running north to south. Sanitary sewer is readily available to <br />the property. The developer shall be responsible for anyon-site <br />utility extensions to serve the facility. <br /> <br />Drainage - The drainage for the proposed development is within <br />the F101 watershed. The applicant is providing detention although <br />such detention is not required on this project per a LANDEV study <br />conducted in September, 1987. Harris County Flood Control <br />District (HCFCD) will determine detention criteria because of the <br />direct outfall into F101. A small portion of the project will drain <br />directly into the Sens Road system with the remainder discharging <br />into F 101. A temporary drainage structure will have to be <br />constructed in order to account for the proposed improvements to <br />Sens Road. <br /> <br />It is unclear at this time when the project will let for construction. <br />An express review from Harris County shall be required before <br />final approval of the site plan can be given by the City of La Porte. <br /> <br />Sidewalks - Section 5.02 of the Development Ordinance empowers <br />the Commission to require pedestrian sidewalks when it feels their <br />inclusion will serve the public interest. Staff would recommend the <br />installation of sidewalks along Sens Road, but only after final road <br />construction is complete. Responsibility for construction of the <br />sidewalks should be stated on the face of the plat and site plan. <br /> <br />Exterior Building Design Standards - Proposed facility is <br />subject to the City of La Porte exterior building design standards <br />of 100% masonry and glass products, as required along major <br />thoroughfares. Operations Center building shall be pre-cast <br />concrete exterior walls, modified bitumen roof (non-ballasted) and <br />aluminum framed windows. Agricultural Science building shall be <br />CMU exterior walls, metal panel FASCIA, standing seam metal <br />roof and aluminum framed windows. <br /> <br />Staff has reviewed the development site plan for the Agricultural <br />Science, Maintenance, and Operations Center and found it to be <br />in substantial compliance with applicable ordinance requirements. <br /> <br />Staff has reviewed the major development site plan for the Agricultural <br />Science, Maintenance, and Operations Center for LPISD and found it <br />complies with the Development Ordinance. The site plan is <br />recommended for approval with the following conditions: <br /> <br />. Furnish the City an approval or Express Review Sheet by <br />Harris County. <br /> <br />. Provide the City a copy of driveway permits issued by Harris <br />County prior to City issuance of any building permits. <br />
