CHAPTER ONE <br />GENERAL PROVISIONS <br />1.01 Introduction <br />This Employee Policies Handbook is intended provide information about the main features of <br />the City of La Porte's employment policies, benefits and their application to individuals <br />employed with the City. <br />This policy manual is a guide, and not a binding legal document. The City of La Porte reserves <br />the right to modify, revoke, suspend, terminate, or change any or all such policies and practices, <br />in whole or in part, at any time, with or without notice. <br />The City Manager is vested with the general authority and responsibility for the conduct and <br />administration of municipal affairs. This authority does not supersede matters of appointment <br />reserved to the City Council by City Charter provisions. The City Manager, or designated <br />appointee, is responsible for appointments to all positions and the establishment and <br />maintenance of standards of efficiency. Final authority in the form of review, approval and <br />interpretation is reserved by the City Manager with regard to all matters of subjects covered by <br />these policies. <br />These personnel policies shall apply to all City employees except where these policies may be <br />in conflict with federal, state, or local legislation. Supplemental rules for all City departments <br />may be developed within the respective departments so long as these departmental policies do <br />not conflict with City personnel policies and procedures. These policies relate only to matters of <br />personnel management and do not include any departmental procedures, standard practices, <br />standing orders or other technical matters. <br />The City of La Porte Civil Service Commission regulates all classified Civil Service personnel in <br />the Police Department and shall apply in case of any conflict with the City of La Porte Employee <br />Policies Handbook. Where Civil Service policies are silent, the City of La Porte Personnel <br />Policies shall apply. <br />All City employees upon employment will be provided with a copy of these policies. City <br />employees will sign a form acknowledging receipt of these policies and such form will become a <br />part of the employee's official employment record. <br />This policy manual supersedes any and all previous personnel policy manuals approved or <br />utilized by the City of La Porte and becomes effective March 30, 2009. <br />
