1.02 Purpose of Personnel Policy Handbook <br />The City of La Porte's personnel policies are designed to bring to the City's service a high <br />degree of understanding, cooperation, efficiency, and unity through systematic, uniform <br />application of personnel policies and practices. The principal objectives of the City's personnel <br />management system include the following: <br />The objectives of the personnel policies are as follows: <br />• To promote good, and uniform and effective personnel practices as well as uniform <br />administration in the management of the City's human resources. <br />• To attract and retain qualified employees, and to provide such employees opportunities <br />for professional growth so that they may serve the citizens of the city to the best of their <br />ability. <br />• To provide equitable and adequate compensation based upon individual merit and the <br />relative duties and responsibilities of positions in the service of the City. <br />• To promote high morale by the consistent administration of this chapter, and to protect of <br />the rights and interests of all employees. <br />1.03 At -Will Employment <br />Employment with the City is for no fixed or definite term. All employment by the City has been <br />and continues to be at -will, except for those positions that may have a written contract approved <br />by the City Council. The policies contained in the Employee Policies Handbook are not <br />intended to create, nor are they to be construed to constitute, a contract between the City of La <br />Porte and its employees. Nothing contained in these policies shall create an entitlement to, or <br />property interest in, continued employment with the City. In that regard, both the employee <br />and/or the City have the right to terminate employment at any time, with or without notice, and <br />with or without cause. <br />oil <br />
