Emergency Temporary Appointments <br />During an emergency, if City employees are unable to provide the necessary services, the City <br />Manager may immediately fill positions without regard to normal selection and appointment <br />methods. Such appointments shall be for periods not to exceed 30 working days. Persons <br />receiving emergency temporary appointments are not eligible for benefits other than worker's <br />compensation coverage. <br />2.08 Introductory Employment Period <br />All new employees hired to fill regular full-time or part-time positions must satisfactorily complete <br />an introductory employment period of 6 months (1 year for licensed peace officers, 18 months <br />for unlicensed peace officers Civil Service). Additionally, all current, non -civil service <br />employees who are transferred, promoted, appointed, demoted, or reclassified within the City <br />service shall be required to successfully complete an introductory period of six (6) months as <br />well as former City employees who are rehired. The introductory period assists the City in <br />maintaining an effective, productive, and efficient workforce to provide quality services to the <br />citizens. Only those employees who meet acceptable performance and other standards during <br />their introductory period will be retained as employees. An extended orientation and/or training <br />time may be added to the introductory period. Employees are considered introductory <br />employees until they have actually performed their regular job duties for at least 6 complete <br />months to assure their ability to meet acceptable standards of work performance and behavior <br />for the employee's position. <br />Seasonal/TemDora ry Employees — Seasonal/temporary full and part-time employees do not <br />serve an introductory employment period and have no right of appeal when terminated at any <br />time. <br />Absences During Introductory Employment Period - During the introductory employment <br />period, an employee is eligible to use sick leave for qualifying absences, but may use vacation <br />leave for an absence due to illness or injury only if all sick leave has been exhausted and if <br />authorized by the employee's Department Director. Transferred or promoted employees <br />serving introductory periods retain their eligibility for all types of leave established by City policy. <br />Extensions to Introductory Employment Period - An introductory employee's employment <br />period may be extended up to an additional 60 days. Any introductory employment extensions <br />must have the City Manager's approval prior to any action being taken. <br />Successful Completion of Introductory Period- An employee is granted "regular' status in <br />the new position if the employee satisfactorily completes the performance introductory period. <br />Failure of Introductory Period - An employee is considered to have failed the introductory <br />period when it is determined that the employee's fitness, job performance, quality or quantity of <br />work, attendance, or combination thereof, does not meet minimum job performance standards <br />and expectations for the position. Failure of the introductory period may occur at any time within <br />the introductory period. An employee who fails their introductory period will be terminated from <br />the City's employment. A transferred or promoted employee who fails probation may, at the <br />sole discretion of the City, be reinstated to his/her former position provided there is a vacancy <br />and if approved by the affected Department Director(s). Department Directors are responsible <br />for ensuring the thorough written documentation of all cases of failure of the introductory period, <br />including counseling, training, and other efforts to help employees during their introductory <br />7 <br />
